    Medicaid Waiver Programs

    Waiver Programs, authorized under section 1915(C) of the Social Security Act, provide states with greater flexibility to serve individuals with substantial long-term care needs at home or in the community rather than in an institution. The Federal Government "waives" certain Medicaid rules. This allows a state to select a portion of the population on Medicaid to receive specialized services not available to all Medicaid recipients.

    Ability Beyond Disability is an approved provider for three Medicaid Waiver Programs:

    • CT TBI Waiver: Connecticut Traumatic Brain Injury Medicaid Waiver
    • NY DOH HCBS/TBI Waiver: New York State, Department of Health, Home & Community Based Services Medicaid Waiver for Individuals with Traumatic Brain Injury
    • NY OMRDD HCBS Waiver: New York State, Office of Mental Retardation and Developmental Disabilities, Home & Community Based Services Medicaid Waiver
    CT TBI Waiver
    Eligibility (must meet all of the following criteria): be between the ages of 18 and 64; have an Acquired Brain Injury; meet the level of care criteria; meet the eligibility requirements of the Connecticut Medicaid Home and Community Based Services waiver coverage group; and be able to participate in the development of a cost-effective plan that offers an alternative to institutionalization.

    NY DOH HCBS/TBI Waiver
    Eligibility (must meet all of the following criteria): A New York Medicaid recipient who is diagnosed with TBI or other type of brain injury; 22-64 years old with the injury occurring on or after 22nd birthday; eligible for a nursing facility level of care; chose to live in the community rather than in a nursing facility; can identify a safe living arrangement that will meet their needs; can be supported safely within the community with the funds and services available under the DOH HCBS/TBI Waiver.

    NY OMRDD HCBS Waiver Services
    Eligibility: must have a formal diagnosis of mental retardation or other developmental disability which includes: autism, cerebral palsy, epilepsy, mental retardation, and/or other neurological impairments; the onset of this disability must have been manifested prior to age twenty-two; must receive New York Medicaid; must have a Medicaid service coordinator to be eligible.
